Every itemized contribution, expenditure, and transfer reported by Nassau and Suffolk committees, plus any statewide filing involving a Long Island address, from the January, March, and July periodic reports and the general election reports. A party committee's account for running its headquarters and staff: rent, wages, and office costs. It can't be used to promote specific candidates, and under current state law donations to it don't count toward the usual contribution limits.
Money moved from one political committee to another, such as a party sending funds to a candidate's campaign. "Transfer in" is money received; "transfer out" is money sent.
Money a committee borrows, often from the candidate or a bank, that is expected to be paid back. Loans and their repayments are reported separately from contributions.

Each transfer is counted once. A transfer near the end of a year can appear in two different years: the sender may report it in its fall report while the recipient reports it days later in the next January periodic report.
